#4 Adding license, many community stuff and .github folder

What happened

Adds the following community standards:

• [x] license --> Apache License 2.0
  • its an overall good license with enough freedom to add your own modification
  • it also has some protection for patent claims
  • [x] CodeOfConduct
  • [x] Security-Concept
  • [x] Some help with Contributing
  • [x] And PR and Issue-templates
  • [x] Readme

How to review

thats a tricky one.

• read the docu on github https://github.com/ESELdevelopment/ecmanager/tree/feature/adding_repo_orga
• check the templates
  • for issues i want to use the new template format https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/configuring-issue-templates-for-your-repository#creating-issue-forms
  • i know its in beta state but it looks way nicer than the old format
  • merge and check that you can create issues and PRs
  • you can see following things:
  • license
  • CODE_OF_CONDUCT
  • Security-Policies

After merging, you can move the issue back on more work needed. I want to create following features using the new templates:

• Going Public (Set repo to public, enforce protected branch (premium feature on private repos))
  • set repo to public
  • enforce protected branches (premium on private repos)
  • enable draft MRs (premium on private repos)
• Setting up github ci
  • execute go tests
  • enforce formatter (goformat)
  • build tool and release on main

futher information

i know, the readme is very short, but it will be filled as we develop this tool. i've tried to create a contribution-guideline, but wihtout actual doing, it's a rough guideline :D
