Consistency checking #20

We have been tripped up lately by files not synced from the devel subdirectory of the mirror to the master area. Having a consistency check when we do our move from devel to master could help.

More consistency checking would be to check if the git describe tags fit with what is in the esg-init file or whatever manifest is used in ESGF 3.0 (python) If the manifest tag is not found via git describe, then its an error condition. the git describe tag greater would be a warning, as that could be a future version not ready to be included
