esg-security failed to copy from devel to master despite being updated

suggested workflow to diagnose. (1) add comment to script, commit to devel and push (2) deploy to mirror (3) merge mirror to master (4) deploy to mirror (5) check that devel and master match on the mirror

I think that following this protocol should ensure future correct deployments. If not then need to find the bug.
