Polygon subsetting and averaging under rook #30

Polygon subsetting and averaging is already supported in clisops. We can expose it through rook.

Notes:

the subsetting function would be called by the averaging function
input: polygon
process:
- finds the minimum rectangle
- does the spatial averaging on that resulting polygon
writes the output to file(s)
if there are problems with the polygon definition: tell user what to try/change

Issues/tasks:

[ ] How does user define/input the polygon?
[ ] Define the rook interface to this.
[ ] Lots of testing with different polygons
