Add dummy Github user to esgprep call #440

To bypass the GithubAPIRateLimit exception, a dummy github user (esgf-test-user) was created that can be added to the esgprep calls with --gh-username and --gh-password as params

GithubAPIRateLimit exception hasn't been an issue since switching to use Plumbum to invoke esgprep
