Call the dashboard setup so that it is installed #529

The esg_dashboard.setup() is not being called so it is not being installed #528 . This will also resolve #462

@William-Hill The dashboard is not being installed currently on python_devel.

@William-Hill This PR is to add it so that it can be incorporated into @muryanto1 auto installs.
