If Chrony is running then don't attempt to start NTP #552

By default, NTP has been replaced by Chrony on RHEL/CentOS 7.

Hi @chrisacbr , can you clean this up a little? Here, if both NTP and Chrony are not running, it attempts to start NTP (which would again be wrong on C7). A cleaner way would be to check for and if need be, start the right service, depending on whether it is CentOS/RHEL 6 or 7.
