ESGF Distribution mirrors are supposed to be completely in sync with each other, so the choice of the mirror shouldn't matter. That said, the localmirror option is an expert-option, to allow the use of a mirror which is not part of the known ESGF mirrors. Choosing this should be manual, and the fact that you used the option once shouldn't mean it should then become the default option.
Fair enough, however the motivation from our stand point is that we have an internal local mirror of the ESGF mirrors which is the only mirror that we want to use at all times. Perhaps I'm overlooking something, but I don't really see a common use case where you would use a local mirror once and then never again; why go to the trouble of creating the local mirror in the first place for such a one off?
If an administrator specifies to use a local mirror it makes sense to always use that mirror unless specified otherwise.
