A table that was previously being created is missing, causing errors #560

https://github.com/ESGF/esgf-installer/commit/fa6b9aaad491b4bc44b8c7a8eff31a46e817ea13 commented out the creation of esgf_migrate_version. Values that are later attempted to be inserted cause an error as the table no longer exists.
