If the node manager is decommissioned for now, then the jars needed for the access logging filter must be extracted from the node manager war.
The total size of the jar files is about 300kb. I could include them as part of the repo as a quick workaround (not my preference though) or download the entire node manager war and then extract the jars from it (kinda wasteful). Ideally these 3 war files should live in an indepenent location (whether that's a mirror or another location that we move our binaries to)
