Create 3.0 directory on mirror #679

The required files for 3.0 should be moved to a directory on the distribution mirror

@pchengi Thanks for agreeing to help with this. Would just need the components that are part of ESGF 2.7.1 (https://aims1.llnl.gov/esgf/dist/2.7/1/) copied over to a 3.0 directory on the mirrors.
