[NEW] Let activation condition be shared between multiple statements

Sometimes, an execution constraint relates to several institutional statements. The program is not yet able to capture this in a clear overview. Below you can see the red lines connected to several execution constraints and below that an example of how it could be solved.

Thanks for reporting @ChristineZwaan , this is indeed a clear argument for why formatting it this way would make sense. Can you share the relevant section of the csv file you used so we can use it for developing and testing this feature?
