Running workflow from command line doesn't exit #443

All the triggered workflow runs don't exit and have been there forever until manually killing them. Try to find out why the jar doesn't exit. The workflow is already done.

This turns out to be a bug in the Geoweaver workflow running code. It only happens when the last step takes very little times, and the workflow status tracker didn't get that last step update and think that it might still run. This has been fixed in the new version.
