Add language for EDIJ committee #21

Per meeting with Amber Budden, Susan Shingledecker, Bruce Wilson, and Nancy Ritchey on 2023-10-17. This is proposed language to describe the EDIJ committee for ESIP as a permanent committee.

This language was incorporated as written with some other P&P section changes following Board consideration in January 2024
