IP address for the Semantic Portal #4

The Semantic Portal is currently available here: http://54.161.168.147/

Each time we re-start the instance on ECITE, the Public IP changes.

The Semantic Portal URL: http://semanticportal.esipfed.org still points to the old address and does not load.

We are working with ECITE to get this fixed.

ECITE is attempting to assign a fixed address to the Semantic Portal so that the DNS can point to it.

The IP address of the portal is currently fixed at http://52.23.64.194 and should remain the same after restarts of the system.

The URL semanticportal.esipfed.org points to the correct IP address.
