make it clearer that data repository guidance is for describing a … #174

…data repository not guidance for data repositories. Since this is a bulleted list, people are likely to jump to reading this line and read it as where data repository people should start. At least this is what I did.

Thanks, @njarboe -- I retargeted the PR to the develop branch and will merge it there as that is where we are accumulating changes for the next release. I don't think a separate issue is needed for this simple wording update.
