create Observing Network experimental document

To kick off a workspace for Observing Network guidelines, draft a candidate outline of the contents of the guidelines, to be completed later via individual feature requests. Include in this outline on overview of the resource type, and a table of contents of the potential sections.

Thanks, @yelnammailliw -- please note that I started a guidelines template, began fleshing out the definition of an ObservingNetwork (using text from your short paper and slides and web sites). See the WIP here: https://github.com/ESIPFed/science-on-schema.org/blob/feature-249-obs-network-outline/guides/ObservingNetwork.md, and feel free to suggest edits via a PR against that branch.

Also note that I started a prelimary mapping table between the schema.org vocabulary and the RoPON / POAwg vocabulary: https://github.com/ESIPFed/science-on-schema.org/blob/feature-249-obs-network-outline/guides/ObservingNetwork.md#soso-ropon-mapping There were clear/easy mappings for 14 fields, and about 10 unmapped fields that we'll need to think through. But a good start I think.
