Updating README to reflect fact that the base URL now works #263

I replaced the text that is no longer relevant now that #150 is closed

I think there should be more text about how to use sweet programmatically, but I'll make a new issue for this

@cmungall -- I need to check with ESIP folks prior to merging this PR --- IIRC, the 'fix' was a hack.

I completely agree. This has been discussed and is in progress.
