Replace MPICH_COLL_SYNC=1 with FI_MR_CACHE_MONITOR=memhooks.

for details - this new env variable seems to work better than the MPICH_COLL_SYNC.

This PR also adds unicon.F90 to Depends.intel-oneapi and reduces optimization for that file to -O1 when using ifx. Otherwise an ICE is generated. This is to address issue https://github.com/ESCOMP/CAM/issues/852

I will follow up with an intel ticket #
