add mesh file for ne240np4.pg3

There's a grid entry for ne240np4.pg3 in ccs_config/component_grids_nuopc.xml but no mesh file specified. Add mesh file:

/glade/work/aherring/grids/uniform-res/ne240np4.pg3/grids/ne240pg3_ESMFmesh_cdf5_c230728.nc

Please verify this grid runs, as I've not.
