Remove deprecated file config_compilers.xml #35

Does anyone have a reason to keep this file around, it is already creating confusion in the user community. Perhaps if we still need it we can add a banner at the top indicating that the file is deprecated.

Hi @jedwards4b , do I understand it correctly that everything set in the config_compilers.xml is now set under machines/cmake_macros/*cmake files?

Thanks @jedwards4b. Maybe it is better to just remove this file rather than put a banner to avoid confusion, as long as the CESM code builds correctly?
