Updated the cprnc version.txt file and created a tag for the cprnc submodule, this is needed for CESM.

Test suite: Test baseline: Test namelist changes: Test status: [bit for bit, roundoff, climate changing]

Hey @jedwards4b , so every time we want to update cprnc in CIME, we should make a new git tag in cprnc and update the version file?
