Derecho run st_archive on casper #4583

We need to start running the st_archive script on the casper system: queue = casper@casper-pbs however executable single task processes built on derecho won't run on casper - so we need to either differentiate st_archive from other processes (perhaps adding a queue flag to the config_workflow.xml) or we need to build single process executables in a way that would allow them to run on casper.
