query_config --components is broken #4623

At least for E3SM, query_config --components is broken.

Here's what the --help stream shows:

  --components [{all,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None,None}]
                        Query component settings corresponding to the target component for e3sm model.
                        If the option is empty, then the lists settings defined by all components is output

The option "all" does work but should be able to query by model.
