Fixes check_lockedfiles call in xmlchange #4650

Fixes check_lockedfiles only being called once when multiple settings are changed.
Fixes reporting settings that are component specific

Thanks - I think that it's fine to leave the message as is.

Actually - it would probably be better if the word ERROR were not there:

 ./xmlchange NTASKS_GLC=4,NTASKS_WAV=1,NTASKS_OCN=5604,ROOTPE_OCN=5404
