Something for new drivers?
The original motivation, in a comment from @jedwards4b , was:
Currently intermediate restart files cannot easily be used because you need to create rpointer files by hand.
@jedwards4b is this just a cpl7 issue now? I see rpointer files still don't have time stamps.
I thought they had generic names so that model's can hardcode the name of the file to open to get the actual restart filename. Can't remember why it was done that way instead of a namelist.
No it's not just a cpl7 issue and I started a branch to implement this, but never completed it. The branch is timestamp_rpointer in my fork.

This issue is stale because it has been open 90 days with no activity. Remove stale label or comment or this will be closed in 5 days.

This should still be addressed.
Issue moved from CESM-DEVELOPMENT issue 48. Existing rpointer files in the run directory are currently overwritten by new ones, it would be better if they used the timestamp naming convention and had unique names.
