reconcile differenences between cime master and nuopc branch

Test suite: create_test --xml-testlist ./testlist_cmeps.xml --xml-machine cheyenne --xml-category prealpha --walltime 00:30:00 --compare dec3 --baseline-root /glade/scratch/dunlap/BASELINES Test baseline: Test namelist changes: Test status: [bit for bit, roundoff, climate changing]

@jedwards4b Baselines for the MCT X compsets fail. Maybe this is expected with the CIME updates?
