[Numpy2] We need to unpin pandas (free :panda_face: ) #2459

Latest rebuilds of pandas that use modern dependencies, e.g. 2.2.2 with numpy==2.0.0 are not available to us, but even worse, the pins we have in our environment block installing those said (modern) dependencies, see https://github.com/ESMValGroup/ESMValCore/actions/runs/9547869819/job/26419914445?pr=2395
