Sunsetting Mambaforge #2554

This needs be actioned immediately, what failures we are seeing in the GA tests are not accidental but are "brownouts" see https://conda-forge.org/news/2024/07/29/sunsetting-mambaforge/ - I am onto this now :beer:

this has been done, with the exception of RTD for which we have #2557
