Create a publicly visible public_html directory at HPC sites where html reports can be stored and accessed via browser #992

The work in https://github.com/ESMValGroup/ESMValCore/pull/991 by @stefsmeets will allow users to get html reports of their runs (both from Jupyter and CLI) - awesome! - but it's a good idea we set up public_html-types of directories at HPC clusters so users can immediately see what they've run - this ties up well with #989 and will probably please heavy runners like @ledm that is currently scp-ing like a peasant :grin:

I will tackle this in JASMIN's esmeval gws; I nominate @remi-kazeroni for DKRZ, maybe @jvegasbsc for BSC and if others can do it elsewhere, that'd be awesomeness :beer:

He @valeriupredoi, at DKRZ this is already partially setup as part of the ESMValBot machine. :-)
