Skip the Julia test if Julia isn't installed #3599

Is your feature request related to a problem? Please describe. Julia is not installed in the ESMValTool environment at the Met Office. This means the Julia test always fails when we run the tests. It would be great to skip the test if Julia isn't installed 👍
