Final sanity check and reorganisation of RTW

The prototype (#3210) is almost ready for review. Make the following final changes:

• [x] Fix the failing check
• [x] Move esmvaltool/utils/recipe_test_workflow/recipe_test_workflow to esmvaltool/utils/recipe_test_workflow
• [x] Double check the latest version of the documentation accurately reflects the latest version of the code
• [x] Include the following minor update to the documentation: https://github.com/ESMValGroup/ESMValTool/pull/3684#discussion_r1654532085
• [x] Include all authors who contributed to the RTW (see #2786)
• [x] Ensure Rose and Cylc dependencies were added correctly
