Unpin mamba<2 in the conda lock file creation Github Action when conda-lock==3 is out #3782

We had to pin it via a workaround suggested by @maresb - we should unpin it when conda-lock==3 is released, since Ben has already put in the fix in https://github.com/conda/conda-lock/pull/733
