PORTING namelist_SeaIce into v2.0 #418

This is to keep track of the porting of namelist_SeaIce and its diagnostics to EMSValTool v2.0.0

Full namelist ported for northern hemisphere, but only for models with regular ocean grids. Waiting for horizontal regridding for irregular grids issue to be solved (issue #230).

Some of this has been ported (recipe_seaice.yml), some diagnostics have not been ported yet. Since probably none of us will work on this for the time being, I would be fine with closing this.
