Define a default variogram #57

In some regions, it is not possible to create a good variogram because the data are too few or too noisy or there are not enough stations to produce a variogram at all. In these cases, it would be helpful to have a default variogram which is set using the variance of the data and has a standard length parameter.

The latest version of the variogram code calculates a default variogram, but this isn't currently offered to the user as an alternative. It should be relatively easy to offer the user the choice of whether to: accept a fitted variogram, decline it and change the maximum range for the fit, OR use the default provided.
