H.-M. Zhang, R.W. Reynolds, T.M. Smith (2006) Adequacy of the in situ observing system in the satellite era for climate SST. Journal of Atmospheric Oceanic Techolonogy, 23 (2006), pp. 107-120
The implied error model in Zhang et al. might not be optimal for assessing the network. Berry and Kent assessment includes systematic errors, which is an improvement, but solves a different problem to Zhang et al.

Added Berry and Kent and the Zhang papers to the section 3.2.2 on Uncorrelated and Systematic Measurement Errors.
Not sure where this fits. Possibly in total uncertainty estimates or presentation of uncertainty Berry, D. I. and Kent, E. C. (2017), Assessing the health of the in situ global surface marine climate observing system. Int. J. Climatol., 37: 2248–2259. doi:10.1002/joc.4914
