I ve worked on Visual Studio 2017 community faces problem RDLC file changed itself structure.

under debugging mode found VS push this error about. definition from XSD version 2008 > XSD version 2016

install winform lib from url below ll change your world

RS version 14 will compat both XSD version 2008 and XSD version 2016
