Update SegmentDependencyType in Common.xsd to align with updated 950002

Background Common.xsd complexType name="SegmentDependencyType", Align with updated 950002 Operations Definition Model.

DELETE:

element name ="TimingFactor" type = "ValueType" minOccurs="0" maxOccurs="unbounded"/>
This element is not the same as the Dependency Factor attribute for Segment Dependency object which can be used for either timing factor, event or any conditional rules.
element name = "UnitOfMeasure" type ="UnitOfMeasureType" nillable ="true" minOccurs="0"/> This element is a duplicate since also contained in the ValueType.

ADD:

element name ="DependencyFactor" type = "ValueType" minOccurs="0"/>.
This is the correct attribute for Segment Dependency object from the updated 950002.
