REMS could provide us with license signing capabilities for restricted data and even facilitate access to case-by-case evaluated closed recourses.

REMS will be integrated in B2ACCESS (a.k.a. AAI). I'm closing this issue as it will be handled by the B2ACCESS team and should be covered by our AAI-integration.
