Adding parameters for inversion nudging and high level wind options #191

Will do more work on the high_level_winds_tendencies branch today, so that these are incorporated into the output files.

@leifdenby: Here is some work that adds the option for nudging above an interactively determined inversion, as well as the option to set the geostrophic winds equal to the actual winds high up in the atmosphere. Let me know what you think.
