Notification popup about no skill training is obsessive shows 5-9 times instantly #2

What steps will reproduce the problem?
1. Run Chrome in an instance where there is no toolbar at the top, like running 
a webpage in application mode. Click the wrench under tools you'll notice 
create application shortcuts.
2. Eve training stops and the program cant notify like it normally does so it 
uses a popup in chrome from the bottom right. 
3. The popup appears 5-9 times instantly and you have to close them all 
individually.

What is the expected output? What do you see instead?

I would expect to see only 1 popup and maybe an option to turn that off.

What version of the product are you using? On what operating system?
Windows 7 Chrome Version 8.0.522.224

I had this issue aswel.

at my work the popup didn't go away. I had to close it manually.

at home
I was playing EVE with chrome open in the background and a a few skills got 
completed. the pop-ups just stayed there until I closed them manually.

Maybe let it disappear after a few seconds.

Windows 7 Chrome version 17.0.963.56
