What steps will reproduce the problem?
1. Set post post filter date to 20. Oct 2009

What is the expected output? What do you see instead?
expected linux timestamp :1255989600
calculated timestamp instead:1258671600

What version of the product are you using? On what operating system?
2.0.6 (Apocrypha) rev 460

btw after editing the timestamp to the accurate time it shows in the admin menu

A local timestamp was being used to create the list of months which meant month 
1
could be December instead of January.
