Install/update to unsupported systems should not be possible. #97

EDK3 requires PHP5+ and MySQL5+. It is possible to install or upgrade 
without meeting these requirements. The installer and updater should both 
check that the system meets the requirements before changes are made. They 
should also warn about the new optional components such as DOM.
