Only users you can link to a userid are administrators of the site

What steps will reproduce the problem?
1. Click on the accounts tab
2. Click a User id listed
3. Try to select a user

What is the expected output? What do you see instead?
I see only administrative accounts instead of all user accounts. If i grant
the user admin rights, i can associate their keys to it but this isn't what
i want.

What version of the product are you using? On what operating system?
Fedora 8, Joomla 1.5.14, Php5, Newest SVN with patches for alliance list.

Please provide any additional information below.
I assume this is going to be a very simple fix but i'm not sure. I'm
attempting to change this for our alliance site so that when a user creates
an account, it automatically checks what alliance and corp they are in and
grants permissions accordingly.

I just noticed that it only allows you to select users are under one of the 
"public
Back-end" groups rather than the front end groups. is this by design? i figured 
it
would work for all registered users and admins.

Yeah, that was a bug. Download and update changed file from revision #79
