Rules not being set correctly

TEA Version?
1.2.0
SMF Version?
2.0 RC5

What steps will reproduce the problem?
1.add 1st member and add api
2.add 2nd member out side of corp and api
3.add 3rd member in corp and api

What is the expected output? What do you see instead?
I expect the 2 char that are in corp to get the correct permissions. i Get the 
first char permission but not the 2nd guy thats in corp.

Please provide any additional information below.

The 3rd guy i registered has a alt on the account thats not in corp. The 
account has selected the char that is in corp, but still gets the wrong 
permission. Please find attached a screen shot of what rules i have set.
