API Mask #85

When collecting API information include the API Mask (from the new API system) 
and place the value in TEA_API.  This data could then be used for external 
reporting purposes.  The value can be used to verify pilots are using unaltered 
masks.

For instance, if a corporation requires pilots to keep a an API on file with a 
particular Mask that could include more data then Temar's minimum requirements, 
a report could verify this.

Additionally, an added check by temars could verify pilots API Mask and if it 
doesn't match a designated value, permissions could be automatically revoked.
