Can't add new Rule

TEA Version?
1.3.0 r168

SMF Version?
SMT 2.0.1

What steps will reproduce the problem?
1. Go to "Rules."
2. Create any new rule.  Click "Add."

What is the expected output? What do you see instead?
Originally, there was no issue and the new rule would be added on an updated 
page.  Now, I receive the error message:

"Server error
The website encountered an error while retrieving 
http://talocanunited.com/forum/index.php?action=admin;area=tea;sa=rules;effac7d=
03f0254a8e7ea7d9a95523ce61c3052b. It may be down for maintenance or configured 
incorrectly."

Please provide any additional information below.
There are enough rules that the last is #60.  Is there a hard limit on the 
number of rules?

Additional: This problem occurs using either the corp name or ID #.

I get this error if I attempt to use the alliance name rather than ID.

I can set roles that are not corp or ally but get the error when trying to 
create a rule for corp members
