Alliance check not working #97

What steps will reproduce the problem?
1. Add rule for alliance
2. Register account with character in that alliance
3.

What is the expected output? What do you see instead?
Expect appropriate group assigned based on what alliance the character is in.  
Instead, no member group is assigned.

Please provide any additional information below.
Rules based on IS Alliance aren't working for me.  No user group gets assigned 
to the user.  Corporation rules work fine, however.
