TTL (Time to live) support #17

Time to live for added data, to be able to use CumulusRDF as a buffer for 
streams (e.g., always keep one year's worth of data of a given stream).

Hi Sebastian,

I think we should keep this issue open, since we only have a first version of 
this feature. I think in the coming versions we should aim to support:

* a TTL for each triple and/or
* a TTL for each named graph

What do you think?

Okay, basic implementation complete. The configuration value 'ttl-value' can be 
set to use TTL
