Override public-facing labels of ROI in Panels (remove 1904-1920 type things)

It looks like going into structure/types/manage/record_of_inmate/panelizer/page_manager/content and, for the label to be changed for the content type, going into Settings and then checking the box for Override Title doesn't do anything. However, when going into a specific piece of content (such as node/11/panelizer/page_manager/content) and then going into Settings and then checking the box for Override Title, the label is overridden.

I edited the labels of the fields in Panelizer. It was rendering the label twice, but not any longer since I tried this here https://www.drupal.org/node/1134266#comment-9583413
